We are fighting for continued legal status for Ukrainians who are already in the United States and entered through a lawful humanitarian program due to the war in Ukraine.

The goal is urgent: to prevent expiring humanitarian parole and work authorizations, delayed renewals, instability, legal uncertainty, and painful disruptions to thousands of Ukrainian lives.

A professional lobbyist helps win decisions in Washington by getting decision makers focused on real fixes. Lobbyists secure meetings with the offices and staff who shape outcomes, translate real problems into clear policy requests, choose the most viable route, agency action, executive authority, or a bill that is going to pass. They build coalitions, negotiate language, and follow through until action is taken. Professional lobbyists bring relationships, access, and strategic timing to move a request through the offices that control it.

Timing matters right now. With the uncertainty around legal statuses and work authorizations expiring, delays create immediate harm for families, employers, and communities. Because the window to act is real, we believe professional, paid lobbyists can drive results by working on Ukrainians' behalf in Washington.

This funding covers six months of professional, advocacy delivered by a highly experienced team of consultants with a strong track record of success.

Real change rarely comes from a single trip or one meeting. It takes disciplined engagement with the right offices and agencies, week after week, until there is measurable movement. Given the scale of the situation and the number of Ukrainians who can benefit, we believe this is a reasonable investment in an achievable goal.

Voice4UA is a tax-exempt charitable project, which partners with Help is on the Way Dear, a 501(c)(3) fiscal sponsor. Donations are tax deductible to the extent allowed by law.

In principle, we support H.R. 3104, the Ukrainian Adjustment Act of 2025. A legislative pathway to permanent status is a good goal. But Ukrainians need a more urgent solution. Many are confronting critical, near-term issues - including expiring parole, expiring work authorizations, delayed renewals, and administrative gaps that can lead to job loss, housing instability, and legal uncertainty. These realities require faster, more flexible solutions than the congressional process typically provides. We will pursue immediate executive and agency action to prevent status and work authorization gaps now, and we will work toward a stronger legislative solution that keeps the constructive elements of H.R. 3104 but closes the gaps and has a realistic path to passage.

No. We do not support or oppose any political party or candidate. Our work engages offices across the political spectrum and is grounded in existing law, executive authority, and bipartisan legislative options.

Voice4UA was founded by Susan Montoya, an advocate for the Ukrainian community, to address the growing gap in lawful status and work authorization stability for Ukrainians in the United States, and to promote practical, legal solutions. Voice4UA partners with Help is on the Way Dear, which works alongside volunteers and families to break the cycle of poverty through connection, commitment, and long-term support.

Tommy Marquez is the CEO of lobbying group Tommy Marquez Consulting, which specializes in Government Affairs Consulting and Federal Agency Navigation.

Marquez is a U.S. Navy combat veteran, first-generation Mexican immigrant, and former senior congressional staffer in the U.S. House of Representatives, he now leads Tommy Marquez Consulting. He and his team help navigate federal agencies, resolve complex legislative problems, and cut through bureaucratic red tape, with a proven history of success in Washington, DC. Together, they bring more than 25 years of combined congressional and lobbying experience, deep institutional knowledge, trusted relationships, and disciplined execution.
